Gifts
Normally, you start with 3 level 1 gifts (1 breed, 1 auspice, 1 tribe). I'm leaning toward evening out the values to 10 points per level per gift. Level 1 gifts would be 10 points each while level 5 gifts would be 50 points each.

Here's how the level 1 gifts cost out (raw)... I would like to modify them to come out to approximatey 10 points each (as level 1 gifts).

-4 separate Innate Attacks 1 point dmg (Area +50%, Wallx2 +60%, Persistant +40%, Duration-Permanent +150%, Costs 1 Gnosis -5%, No Range -30%) [ Base 5/3 * 2.95 + One-Fifth Rule (5/3 * 2.95 * 3) / 5 = 7.86 or ~8pts]
Falling Touch - Knock over foes easily.

Heightened Senses - Gains lupus form senses for 1 scene in either homid or glabro form. Costs 1 gnosis per use.
-Gains Alertness, Discriminatory Smell, + Night Vision in other forms. 10% of the value of the advantages since the added cost to the homid/glabro template would correspondingly reduce the cost of the Crinos template. [4]
Inspiration - one automatic WP success for each member in that scene. Costs 1 gnosis.
-Leadership+2 (IQ) [8], You won't need to use gnosis, but it uses your turn unless you burn a rage point for an extra action (probably not normally allowed, but for Garou I consider this leadership by example).
Leap of the Kangeroo - Double leaping distance.

Mindspeak - Can place people into silent, distracting conversation. Normally 1 WP per person.

Razor Claws - adds damage for a scene. Costs 1 Rage point.
-Bump claws to long talons for the +1 damage per die (+6 pts) reduce by "Uses a rage point -40%." [4]

-Not worth anything, since this is already under Supernatural Durability. [0]
Scent of Man -Makes animals uneasy reducing their effectiveness and usually causing them to flee.
-This is an advantagous from of Frightens Animals (normally -10) with the ability to turn it on and off at will. [5]

Persuasion - The Garou gets Diplomacy at IQ and Charisma+1.
Smell of Man - The Garou has the "Frightens Animals" disadvantage, but can turn it on and off at will.
Homid Level 2
Jam Technology - The Garou can disable machines.
-Afflication 1 (Malediction +200%, Costs 1 Gnosis per use -5%, Only on machines -20%)
Staredown - The Garou can often take out opponents with merely a gaze.
-Afflication 1 (Target can flee or be stunned for duration 0%, Will Contest instead +0%, Malediction +150%, Sensory - requires eye contact -20%)
Homid Level 3
Reshape Object - The Garou can shape once-living material into equipment with an appropriate skill roll. Weapons created will do aggravated damage if the Garou spends one gnosis point during the creation. The item is good for basically one scene unless the creation roll was good (long durations if make by 2+, permanent if made by 5+).
