Werewolf Template
For my sanity, I'm using one template and making the "default form" merely a special effect. The template costs 462 points, plus any additional cost for auspice, breed, and tribe. It is costed as:

Gifts - Three Level One Gifts (1 Auspice, 1 Breed, 1 Tribe) [30]
Gnosis 1 (must be increased to breed minimum, see Gnosis below) [3]

Regeneration (Instant, Not in Base Form* -10%, Not vs Aggravated -25%) [65]
*Metis don't suffer this limitation, see Metis below.

Characters
The least expensive Garou package is 462. Ahrouns will spend at least 550 points on their base package . "Normal" Garou should be at 0-50 points above their package cost. Typical starting characters should be in the 550-750 point range (suggest 600 points). 550 point characters will slightly weaker than their Storyteller equivalent. 750 point characters will substantially better.

Werewolf Specific Advantages
Gifts [Varies] - My current cost scheme for gifts is 10 points per level per gift.

Gnosis [3 per point] - Gnosis is specialized fatigue that is used to power special Garou abilities. Since it does't have innate function and it's hard to recharge it should actually be worth less then normal fatigue (something to consider later). Breed minimums for Gnosis are: Homid 1, Metis 3, and Lupus 5.

Rage [22 per point] - Rage allows a multitude of things in WtA, but I'm focusing on the ability to spend a point of Rage for an extra action or to remain active (and alive) after a turn when you've been killed. Auspice minimums for Rage are: Ragabash 1, Theurge 2, Philodox 3, Gilliard 4, Ahroun 5.
-Altered Time Rate (~1/Day* -40%, Emergencies Only -30%, Can Trigger Frenzy -10%) [20]
-Extra Life (~1/Day* -40%, Unreliable 8 -40%, May cause a permanent scar -0%, Must be used at the end of the turn when you're "killed" 0%) [5]
-"Reduced Self Control" (Subtract the character's remaining Rage level from Frenzy resist rolls) [-3]
*Each rage point can only be used once for either Extra Life or Altered Time Rate, and recharges at a special (slow) rate. May only use DX/4 (round down) Rage per turn.

The Metis Breed
Metis characters must add the following traits to their package:
-Regenerate in every form [+10]
-Social Stigma: Metis [-15]

and must choose an obvious deformity usually worth at least -10 points. Examples:
