The Orc Waste is a region of land that has been set aside due to its orc infestation. These lands are a constant battlefield. Those strong enough to survive will gather supporters. Those that aren't will either join will with the strong or be killed. When a group of orcs reach a certain strength (quantity and quality), they suddenly believe they are powerful enough to take on any opponent. These groups are known as hordes. Very stong leaders may collect enough followers to create the horde effect.The Orc Waste is nominally TL1, with very little progress in any area. Orcs mostly rely on looting and raiding.
The Orc Waste has a number of non-humans living in it notably centaur, naga, and ogres. Humans are much less common, though powerful (or flashy) mages are respected. Dwarves don't garner much respect from orcs because of their size so only very tough Dwarves survive long.
There is no government in the Orc Waste. Instead, the population is constantly fighting for dominance. Winners attract followers, and orcs will follow any strong leader regardless of race. Once a leader is fails or is injured, his standing falls and the struggle for dominance begins again often fracturing whatever previous social structure existed.
