Centaurs are the army and postal service, giving them a very powerful cavarly force. Ogres suppliment their labor crews and serve as heavy infantry. Dwarves produce the bulk of manufactured goods. Naga are the bodyguards, bounty hunters, and peacekeepers (police).

The Grey Order relies on magic more than technology. Consequently, TL2 is still prevaliant, however, TL3 equipment is available. Quality items are much more common. Magic items are uncommon, but not rare. Most families will own something magical, even if the effect is trivial. Affluent families will likely own many magic items, some of which might be quite useful.
