The elves do not have a united government. Instead they usually defer to the most prominent individual available. If no suitable elder is available, they will defer until one is available. Elves are essentially one big extended family, and an elf's standing within the family is directly related to his lineage (paternal), personal accomplishments, and the support of his descendents.
